In recent years in our country the consecutive reforms directed to protection of lands and guaranteeing property rights of land owners, to enhancement of management system by water resources, ensuring rational use of water for needs of the population and industries of economy and also on the prevention of harmful effects of waters and elimination of its effects are performed.
At the same time proceeding from essence of the performed reforms in the field of land relations, there is need of enhancement of the mechanism of accounting of free lands, transfer of lands of agricultural purpose in other category of land fund, strengthening of responsibility of owners on implementation of payment for acquisition of the parcels of land. Besides, in connection with the sharp growth of intake of underground waters for irrigation of lands and other purposes, and also need of strengthening of measures for protection of underground water resources arises the proceeding cases of unauthorized well-drilling and uncontrolled, unaccounted use of waters.
This Law to the Land code of the Republic of Uzbekistan makes the additions and changes providing the organization of accounting of free lands in state-owned property, placement of the objects corresponding to main type of the permitted use of the parcels of land of agricultural purpose, the termination of the rights to the parcels of land in case of untimely implementation of payment for acquisition of the parcels of land.
Also types of lands of agricultural purpose are specified, specific requirements for transfer of the irrigated lands in other category of land fund or in category of not irrigated lands are established, cases when it is necessary to compensate losses of agricultural and forestry and landscape production extend.
