In 2000 the Republic of Tajikistan together with 191 more countries of the world signed the Millennium Declaration of the UN and took number of measures which served as the proof of gravity of its intentions concerning goal achievement of Development of the Millennium (TsRT). These purposes were accepted as the main priorities of the Strategy of Reducing Poverty (SRP) (2002-2006) which became the fundamental strategic document of the Government of the Republic of Tajikistan.
To develop necessary reforms, the Government of the Republic of Tajikistan and the Country group of experts of the UN in 2003 prepared the joint report "Movement in the direction of TsRT" in which the possibilities of achievement of each of tasks of CoB were considered. In May, 2005 with the assistance of the international organizations, the donors working in the country, and civil society assessment of requirements for accomplishment of CoB which allowed the Government of the Republic of Tajikistan to formulate specific institutional reforms was prepared and to estimate financial needs of each social sector.
