About the state services
According to Item 1 of part I of article 94 of the Constitution of the Azerbaijan Republic, this Law determines organization-legal and economic bases of activities in the field of the state services, and also governs the relations in the field of provision of the state services.
1.1. For the purposes of this Law the following basic concepts are used:
1.1.1. "The ASANAS service index" - unit of measure for collection and assessment of information for the purpose of studying of the organization and current status of the state services by means of the criteria and subevaluation criteria determined according to the requirements established in regulatory legal acts;
1.1.2. the state service - set of the actions made by service providers in connection with implementation of the powers and leading to creation of certain legal result or provision of necessary information to the user of service;
1.1.3. designing of the state service - set of the conceptual and functional decisions determining requirements and requirements in the field of forming of the state service;
1.1.4. the place of provision of the state service - the place where the service provider provides the state service in or out of the office building, including the place of provision of mobile service, and also the single service center or information system where the state services are provided;
1.1.5. Regulations of the state services - the official document reflecting requirements of the regulatory legal acts concerning provision of the state services, approved by the service provider according to the standard form established by body (organization) determined by the relevant executive body;
1.1.6. The electronic register of the state services (further - ERGU) - the unified information system reflecting information on the state services;
