1. Determine that for warlike and/or emergency state in Ukraine during cost determination of new construction, reconstruction, restoration and capital repairs of buildings and constructions of any appointment, their complexes and parts, and also during cost determination of new construction, reconstruction, capital repairs, the running average repair, running repair and operational content of highways public which is performed with attraction of budgetary funds, means of the state and utility companies, organizations and organizations, the loans granted under the state guarantees:
1) for construction objects total estimated cost from 1, of one million hryvnias for the period till August 1, 2027, and after its termination - irrespective of the total estimated cost of construction objects price analysis on material resources is carried out taking into account estimate norms of Ukraine "Management in the order of carrying out price analysis on material resources":
the customer - in case of creation of investor estimate documentation;
the contractor - in case of creation of investor estimate documentation in case development of the project documentation is assigned to the contractor, and preparation of acceptance acts of the performed construction works in case of use of dynamic contract price;
the contractor under the agreement on purchase - as a part of documents for the conclusion of the purchase agreement in case of use of fixed contract price;
the participant of the procedure of purchase - at stage of preparation of the tender offer in case of use of fixed contract price.
