This Law establishes legal and organizational basis of state policy of the Kyrgyz Republic in the field of anti-corruption directed to protection of rights and freedoms of man and citizen, interests of society and state against the threats resulting from corruption manifestations by means of system application of measures and mechanisms of the prevention of corruption, fight against it and elimination of its effects.
1. In this Law the following terms and their determinations are applied:
1) corruption - the act provided by the penal legislation, and use by subjects of corruption offenses of the office powers or the related opportunities conferred to them for the purpose of receipt of illegal benefit or adoption of the offer of such benefit for itself either other persons or the offer (provision) of illegal benefit is equal to the official or according to its requirement to other physical persons or legal entities with the purpose to incline this person to illegal use of the office powers or the related opportunities conferred to it;
2) illegal benefit - any material or non-material benefits (including money, property, services, privileges, benefits and other assets) which the official or person equated to it promises, offers, transfers or receives without the bases, legal on that, in connection with use of the official position by it contrary to interests of service that it contradicts the principles of legality and efficiency of public administration, does harm to the state or public concerns;
3) anti-corruption - the activities of subjects of anti-corruption within their powers according to the prevention of corruption, fight against corruption, minimization and (or) mitigation of consequences of corruption offenses including:
