About introduction of monthly public welfare payment to children up to three years

For the purpose of further strengthening of social policy of the state, proceeding from the fact that children are basis of the future of the Kyrgyz Republic, and fight against children's poverty - one of key priorities of state policy, in view of that the Kyrgyz Republic came to steady trajectory of social and economic development and has opportunities for building-up of human capital investments, especially at early stages of human life, within step-by-step expansion of system of the state social guarantees and support of families with children, increase in level of living and wellbeing of citizens, and also taking into account need of simplification and expansion of scope of the measures of social support providing transition from excessively tough mechanisms of targeting to more inclusive forms of the public assistance aimed at providing worthy conditions for development of children under three years, being guided by article 71 of the Constitution of the Kyrgyz Republic, I decide:

1. Enter since July 1, 2026 payment of monthly public welfare payments to children of the Kyrgyz Republic since the birth of and before achievement of three years by them.

2. To the Cabinet of Ministers of the Kyrgyz Republic within six months:

1) to establish payment of monthly public welfare payments to children of the Kyrgyz Republic since the birth of and before achievement of three years by them in the amount of 1200 som on each child;

2) to approve criteria of determination of children and procedure for appointment and payment of monthly public welfare payments to children of the Kyrgyz Republic since the birth of and before achievement of three years by them;

3) to bring the regulatory legal acts into accord with this Decree.

3. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

4. This Decree becomes effective after ten days from the date of official publication.
