About further enhancement of system of public administration of the Republic of Kazakhstan

For the purpose of further reforming of system of the public administration directed to streamlining and increase in system effectiveness of state regulation of the prices I DECIDE:

1. To provide to the government of the Republic of Kazakhstan transfer:

1) It is excluded

2) to Agency of the Republic of Kazakhstan on informatization and communication of functions:

The governments of the Republic of Kazakhstan - according to rates for universal services of telecommunications;

Agencies of the Republic of Kazakhstan on regulation of natural monopolies - on regulation and control of spheres of natural monopolies in the field of telecommunications and mail service;

The ministries of the industry and trade of the Republic of Kazakhstan - on price regulation on goods (works, services) the subjects of the market holding the dominating (exclusive) position in the goods markets in the field of telecommunications and mail service;

3) to Agency of the Republic of Kazakhstan on regulation of natural monopolies of functions:

the Ministries of Energy and Mineral Resources and transport and communications on:

to licensing of types of activity according to appendix to this Decree;

to determination of specifications of non-discriminatory access to areas of rail transport, electro-and heat-and-power engineeering, civil aviation, port activities;

The Ministries of Transport and Communications of the Republic of Kazakhstan - on issue of permissions in the field of rail transport;

The ministries of the industry and trade of the Republic of Kazakhstan - on price regulation on goods (works, services) the subjects of the market holding the dominating (exclusive) position in the goods markets in the field of rail transport electro-and heat-and-power engineeering, oil transportation, oil products and gas, civil aviation, port activities.
