About introduction of amendments to some laws of Ukraine concerning strengthening of some guarantees of activities of media and journalists and providing the right of citizens to information access

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with the following changes):

Part the seventeenth Article 46 to state 1) in the following edition:

"17. The sessions of council are held publicly with providing the right of everyone to be present at them, except cases, stipulated by the legislation. The procedure for access to meetings is determined by council according to the law. Protocols of session of council are open, are stored during unrestricted term, will be promulgated on the official website of council and are provided on demand according to the Law of Ukraine "About access to public information". Persons who are present at the sessions of council have the right to perform sound recording, cinema - photo and video filming by the method which is not preventing holding meetings except cases of consideration of the questions containing information with limited access according to the Law of Ukraine "About access to public information";

2) the fourth offer of part ten of article 47 after the words "are open and will be promulgated" to add with the words "on the official website of council".

Item 2 parts one of article 11-1 of the Law of Ukraine "About the state support of media, guarantees of professional activity and social protection of the journalist" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 50, Art. 302; 2023, 120) to state Art. No. No. 47-50, in the following edition:

"2) freely to visit rooms of subjects of powers of authority, open events which are held by them, to be present at the events held in the video conference mode and to be personally accepted in reasonable time their official and officials, except the cases determined by the legislation".
