I. Main objectives and tasks

1. Determine the main target indicators of increase in the income of the population, creation of stable workplaces, and also reducings poverty in 2026:

(a) lowering of the level of poverty to 2,8 of percent, the level of unemployment - to percent 4,5;

(b) employment of 1 million people on permanent workplaces and increase in the income of 4 million people;

(c) scope of 263 thousand poor families (1,1 of one million people) the services directed to increase in their income;

(d) finishing number makhally, free from poverty and unemployment, to 3,5 thousand;

(e) legalization of 1 million unofficial workplaces;

(g) training of 120 thousand specialists in the professions demanded in the labor market;

(h) reducing level of poverty in 37 "difficult" areas twice at least and transformation of 33 areas and cities in appearance of "New Uzbekistan" in the territory, free from poverty and unemployment.

2. Approve:

(a) Target indicators of reduction of unemployment and poverty in 2026 according to appendix No. 1 *;

(b) Target indicators of employment of the population on permanent workplaces in 2026 according to appendix No. 2 *;

(c) Target indicators of scope of the population the services directed to increase in their income in 2026 according to appendix No. 3 *;

() Target indicators of scope of poor families the services directed to increase in their income in 2026 according to appendix No. 4*.

3. To the Cabinet of Ministers (D. Kuchkarov) in two weeks to submit for discussion in the Jokargi Kenes of the Republic of Karakalpakstan, Kengasha of People's Deputies of areas, the city of Tashkent, areas and the cities monthly target indicators by makhally on the basis of appendices No. No. 1 - 4 * to this resolution.

4. Take into consideration that based on studying of socio-economic indexes of regions and carried out on places by the Ministry of Economics and finance, the Ministry of employment and reducing poverty, and also the Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas select 37 "difficult" areas and 903 "difficult" waved with the high level of poverty (further - "difficult" waved).

(c) projects on improvement of the roads connecting waved with the district centers and other adjacent areas (cities).

7. Determine that for the purpose of financing of "the program of reforms" of each "difficult" waved funds in the amount of 2 billion sum from the republican budget are allocated for each 1 billion sum allocated from the corresponding local budget.

8. To Department of Energy:

(a) together with the National agency of energy efficiency, and also the Ministry of employment and reducing poverty till May 1, 2026 to make in the Cabinet of Ministers offers on construction of small solar power stations capacity 300 - 500 kW/hour in 1 thousand "profoundly" specialized makhally and their transfer to leasing on favorable terms for the term of 7 years;

(b) together with the National agency of energy efficiency till August 1, 2026 to put into operation small solar power stations capacity of 300 - 500 kW/hour as asset, revenue-producing "difficult" махаллям.
