For the purpose of consecutive continuation of the performed reforms on improvement of housing conditions of the population, regulation of construction of apartment houses, implementation of housing construction in close connection with demographic and processes of urbanization on the basis of the principles of complex construction, and also further market development of mortgage lending I decide:

I. Purposes

1. Determine main objectives of this Decree:

(a) stimulation of housing construction and fulfillment of requirements of the constitutional regulation about creation of conditions for realization of the right to housing;

(b) increase in offers is proportional to demand in the market of apartment housing;

(c) reducing duration of the investment and construction period including processes of allocation of the earth and allowing procedures in construction of apartment houses to time 1,5;

(d) step-by-step finishing share of the houses built due to renovation in construction of apartment houses from 15 percent to 60 percent till 2040.

II. Effective organization of construction of apartment houses

2. Approve:

(a) Target indicators of commissioning of apartment houses till 2040 according to appendix No. 1 *;

(b) Target indicators of commissioning of apartment houses in 2026 - 2028 according to appendix No. 2 *;

(c) The list of the territories of construction of arrays of "Yangi Uzbekiston" in close connection with processes of urbanization during the period till 2040 according to appendix No. 3 *;

() the Address list of arrays of "Yangi Uzbekiston" and target indicators of apartment houses in them for 2026 according to appendix No. 4*.
