About first-priority measures for development of national production and industrial cooperation on the basis of new system

For the purpose of expansion of production of domestic production, widespread introduction of market mechanisms in development and growth in volumes of production, necessary for industries and consumption of the population, expansion of industrial cooperation between domestic subjects of entrepreneurship and large enterprises on system basis, stimulation and enhancement of support of acquisition of domestic production in public procurements I decide:

I. Purposes

1. Determine main objectives of this Decree:

(a) establishing implementation of the single and coordinated state policy in the field of industrial cooperation and public procurements by implementation of single management in this direction;

(b) creation of the chains of value added directed to production of high-technology and competitive products in the country, identification of the competitive products recommended for development;

(c) reducing dependence of industries of economy on external factors by development of production of components, raw materials and materials by the industry companies;

(d) broad involvement of subjects of small and medium business in production chains of large enterprises;

(e) decrease in product cost by expansion of production of domestic production;

(g) ensuring integration of national production into global supply chains;

(h) development of the innovative approaches promoting technological updating of production capacities and implementation of international standards of quality;

(i) the organization of system work on advanced training, preparation and retraining of qualified personnel in the field of expansion of production of domestic production in industries of economy and industrial cooperation.

II. Implementation of new management system

2. Form:

(a) Industrial cooperation and public procurements agency (further - the Agency);

(b) Management board of the Agency in industrial cooperation and public procurements (further - Council).
