I. Purposes

1. Determine main objectives of this resolution:

(a) reducing human factor, conflict of interest and bureaucracy by transformation and digitalization of activities for conducting complex examination of preproject and procurement documentation;

(b) improvement of quality of development of the preproject documentation, increase in number of the professional project organizations;

(c) economy of budgetary funds on average for 15 - 20 percent due to optimization of cost of preproject and procurement documentation on the basis of market conditions;

(d) optimization of terms of conducting complex examination and reducing for 25 - 30 percent of general duration of consideration of preproject and procurement documentation.

II. Transformation of activities of authorized body in the field of conducting complex examination of preproject and procurement documentation

2. Agree with offers of the Ministry of Economics and finance and industrial cooperation and public procurements Agencies about:

(a) reorganization of GU "Center of Complex Examination of Projects and Import Contracts" in GU "Center of Increase in Efficiency of Projects and Purchases" (further - the Center);

(b) transfer of activities of the Center into system of work on high-quality preparation already at development stage of preproject and procurement documentation, implementation of investment and infrastructure projects on the basis of the principle "assistant-consultant".
