About modification of the Regulations about buffers of the capital of banks approved by the Resolution of Executive committee of National Bank of Moldova No. 110/2018

Based on Art. 63 of the Law on activities of banks No. 202/2017 (The official monitor of the Republic of Moldova, 2017, Art. No. 434-439, 727) DECIDES: Executive committee of National Bank of Moldova

1. In the Regulations about buffers of the capital of banks approved by the Resolution of Executive committee of National Bank of Moldova No. 110/2018 (The official monitor of the Republic of Moldova, 2018, the Art. No. 183-194, 900) registered in the Ministry of Justice of the Republic of Moldova at number 1333/2018, to make the following changes:

1.1.) In Item 3:

1.1.1. after the concept "rate of the counter-cyclical buffer" to add with the concepts "positive neutral rate of the counter-cyclical buffer of the capital" and "standard circle of systemic cyclic risk" of the following content:

"positive neutral rate of the counter-cyclical buffer of the capital - interest rate of level of the counter-cyclical buffer which can be established in the conditions of the standard circle of cyclic systemic risk;

"the standard circle of systemic cyclic risk - the circle of risk in which accumulating of systemic cyclic risk (the environment which is characterized by negative variance of ratio "the credits issued to private sector of the Republic the Moldova/gross domestic product" from its long-term trend and also lack of imbalances in the indicative system for the buffer calculated according to Item 29, and in other variables and data which the National Bank of Moldova considers necessary for approach to systemic cyclic risk) is not observed;";

1.1.2. in the concept "indicative system for the buffer" the word "determinations" shall be replaced with words "orientations to determination".
