About additional measures for digitalization and increase in system effectiveness of execution of court resolutions and acts of other bodies

For the purpose of enhancement of system of effective protection of the rights of physical persons and legal entities in the country, I decide ensuring unconditional and timely execution of court resolutions and acts of other bodies, further expansion of works on digitalization of executive procedures, and also widespread introduction of technologies of artificial intelligence to the sphere:

I. Purposes

1. Determine main objectives of transformation of system of execution of court resolutions and acts of other bodies:

(a) ensuring execution of 30 percent of executive cases without intervention of the state contractor by widespread introduction of technologies of artificial intelligence in process of ensuring execution of court resolutions and acts of other bodies;

(b) further acceleration of digitalization of maintaining enforcement proceeding, cardinal increase in level of efficiency by automation of processes by means of which the exception of human factor is possible in the field of;

(c) implementation of separate forced executive actions by claimants, without violating the rights of citizens to immunity determined by the Constitution;

(d) implementation of new approaches in system of execution of court resolutions and acts of other bodies on the basis of the best international practices.

II. Mechanisms of increase in performance excellence of court resolutions and acts of other bodies

2. Determine that since January 1, 2027:

(a) due to implementation of technologies of artificial intelligence and enhancement of information systems at least 70 percent of the decisions made by the state contractors are automated;

(b) processes of clerical work in ensuring execution of court resolutions and acts of other bodies are performed electronically by means of modern information and communication technologies;

(c) processes of distribution of the money collected during executive actions tsifrovizirutsya.
