About modification of some legal acts of Ukraine concerning prevention of emergency situations and liquidation of their effects, forming of fund of protective constructions of civil protection, creation of classes and the centers of safety

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. In the Code of civil protection of Ukraine (The sheet of the Verkhovna Rada of Ukraine, 2013, Art. No. 34-35, 458):

1) part one of Article 2 to add with Item 44 following of content:

"44) the center of safety - specialized infrastructure facility in which special rooms are equipped (fire depot with control office, the stationing site of crew of the emergency (fast) medical care and/or the police station, etc.) for several emergency services which ensure population health and safety within the territory of the corresponding territorial community";

Items 3 and 4 of part two of Article 5 to state 2) in the following edition:

"3) social nature;

4) military nature";

Item 3 parts three of Article 6 to state 3) in the following edition:

"3) the central executive body realizing state policy in the field of management of exclusion zone and zone of unconditional (obligatory) settling out, district public administrations, executive bodies city, district in the cities (in case of their creation), settlement, village councils forms the local commissions on questions of technogenic ecological safety and emergency situations";

4) in Article 11 part four:

8) in Article 19 part two:

to add Item 2 after the word "creation" with words of "links of territorial subsystems in the territory of city territorial communities which administrative centers are the regional centers";

add with Item 5-1 of the following content:

"5-1) creation of the centers of safety in territorial communities";

6, 25 and 26 to state Items in the following edition:

"6) creation in coordination with the relevant territorial authority of the central executive body realizing state policy in the field of civil protection (in case of its education), Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations and maintenance in permanent readiness of local system of the centralized notification, implementation of its upgrade and ensuring functioning";

"25) implementation of actions on ensuring needs for the shelter of the population by construction of protective constructions of civil protection, constructions of dual purpose (in particular first-priority and protective constructions of civil protection of public access which are placed in the public territory and access, to which it is provided for all categories of the population) both production (assembling) primary (mobile) and arrangement of the elementary shelters during the special period, and also (if necessary) recovery of the damaged (destroyed) objects of fund of protective constructions of civil protection;

26) decision making about further use to destination protective constructions of civil protection in case of bankruptcy (liquidation) of the subjects of managing belonging to the sphere of their management, ownerless protective constructions of civil protection and constructions of dual purpose";

to add Item 29 after words of "technical inventory count of protective constructions of civil protection" with the words "and constructions of dual purpose";
