"1. These Single rules on rational and complex use of subsoil (further - Rules) are developed according to Item 11 of article 121 of the Code of the Republic of Kazakhstan "About subsoil and subsurface use" (further - the Code).

These rules establish requirements to investigation and development of fields of the hydrocarbons located in the territory of the Republic of Kazakhstan and are held for use competent authority of the Republic of Kazakhstan, authorized body in the field of hydrocarbons and its territorial authorities, subsoil users (operators, trustees) and the organizations.

By other types of minerals of the requirement of these rules do not extend.";

"4. The project documents in the field of subsurface use on hydrocarbons approved before entry into force of these rules are effective before the termination of term of their action and the procedure for conducting investigation and development on these projects is regulated by provisions of these rules, except for Chapters 4, of 6, 10.

5. In these rules the following basic concepts are used:

1) geological inventories - the inventories of hydrocarbons which are in deposits;

2) the sparing operating mode - the well operating mode during temporary operation corresponding to the technological criteria providing the sparing operating mode, in case of temporary operation of wells during investigation, specified in Item 263-1 of these rules;

3) hydrocarbons - oil, sour gas and natural bitumen;

4) difficult projects - projects which treat:

the sea projects providing investigation and (or) production of any hydrocarbons on the site (sites) of subsoil which (which) it is fully or partially located (are located) within the Kazakhstan sector of the Caspian Sea;

the gas projects on the land providing investigation and (or) hydrocarbon production on the site (sites) of subsoil containing (containing) gas or gas-condensate deposit or field with share of amount of petrosaturated part twenty five percent and less from the total amount of hydrocarbons of deposit or the field;

the projects on the land providing exploration and production of hydrocarbons on any subsoil plot with at least than one of the following parameters: containing inventories of nonconventional hydrocarbons; absolute depth of the most upper point revealed (revealed) deposits (field) of hydrocarbons constitutes at least 4500 meters; the hydrogen sulfide content in found (found) deposit (field) constitutes in 3,5 formation fluid and more than a percent; found (found) deposit (field) is characterized by abnormally high reservoir pressure with coefficient of anomaly of 1,5 and more which is determined as the relation of reservoir pressure to hydrostatic pressure with density of liquid of 1000 kg/m3 in well trunk; the found deposit belongs to nonstructural traps;

5) basic project documents in the field of subsurface use on hydrocarbons – the project of prospecting works; project of test operation; project of mining of hydrocarbons;

6) deposit of hydrocarbons – the part of subsoil containing the isolated natural accumulation of hydrocarbons in the trap formed by breed collector and tire of impermeable rocks;
