Article 1

Bring in article 31 of the Federal Law of November 8, 2007 No. 261-FZ "About seaports in the Russian Federation and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2007, No. 46, Art. 5557; 2010, No. 19, Art. 2291; 2012, No. 26, Art. 3446; 2017, No. 30, Art. 4457; 2018, No. 53, Art. 8451; 2023, No. 51, Art. 9153) following changes:

Part 4 after words "infrastructure facilities of seaport" to add 1) with words ", except as specified, established by part 4.1 of this Article,";

To add 2) with parts 4.1 and 4.2 of the following content:

"4.1. Rules of determination of the amount of the rent for use of the lessee of the mooring who is in state-owned property and on whom activities for transfer of loads taking into account work types are performed and the rendered types of service established by the rules of rendering services in transfer of loads in seaport including procedure, conditions and terms of introduction of this rent are established by the Government of the Russian Federation. Regulations of the legislation of the Russian Federation on estimative activities regarding obligation of evaluating objects of assessment are not applied to the mooring which is in state-owned property and on which activities for transfer of loads are performed.

4.2. By the president of the Russian Federation the procedure for determination of the amount of the rent including conditions and terms of its introduction for use of the infrastructure facilities of seaport which are in state-owned property can be established.";
