About introduction of amendments to some laws of Ukraine of rather single questions of training of citizens of Ukraine for national resistance

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with the following changes):

1) in Article 26 part one:

add with Items 8-1 and 8-2 of the following content:

"8-1) decision making about allocation to the centers of training of citizens for the national resistance of the earth, rooms, educational material means, ensuring placement of branches;

8-2) assignments for financing of branches of the centers of training of citizens for national resistance and control of their use";

state Item 22 in the following edition:

"22) approval of programs of social and economic and cultural development of the corresponding administrative and territorial units, target programs for questions of preparation of territorial defense and training of citizens of Ukraine for national resistance, target programs for other questions of local self-government";

Part the fourth Article 42 to add 2) with Item 18-2 of the following content:

"18-2) will organize accomplishment of actions of national resistance and is responsible for their accomplishment";

3) in Article 43:

39 parts one to state Item in the following edition:

"39) implementation of actions for training of citizens of Ukraine for national resistance within the territory of the corresponding administrative and territorial unit";

third to add part with Items 7 and 8 of the following content:

"7) decision making about creation of the centers of training of citizens for national resistance, approval of regulations on the center of training of citizens for national resistance, appointment and dismissal of their heads;

8) assignment for financing of the centers of training of citizens for national resistance and control of their use";

4) in Article 44:

in Item of 1 part of the first word of "preparation of the population for participation in movement of national resistance" shall be replaced with words" training of citizens of Ukraine for national resistance";

the second to add part with Item 7 of the following content:

"7) preparation and submitting for examination of the relevant regional council of drafts of decisions on education, reorganization and liquidation of the centers of training of citizens for national resistance, approval of regulations on the center of preparation for national resistance, appointment and dismissal of their heads".

2. Article 16 of the Law of Ukraine "About the capital of Ukraine - the hero town of Kiev" (1999, No. 11, the Art. 79) to add sheets of the Verkhovna Rada of Ukraine with the paragraph the second the following content:

"The vice-chairman of the Kiev city public administration concerning defense is appointed to position and dismissed by the Kiev mayor from among the military personnel of the military forming formed according to the laws of Ukraine who is sent to the Kiev city public administration in the procedure established by the legislation for accomplishment of tasks for the benefit of defense of the state and its safety with leaving on military service, on representation of the Minister of Defence of Ukraine and in coordination with the President of Ukraine and the Cabinet of Ministers of Ukraine".

3. In the Law of Ukraine "About local public administrations" (Sheets of the Verkhovna Rada of Ukraine, 1999, No. 20-21, of Art. 190 with the following changes):

1) in Article 10:

after part two to add with two new parts of the following content:

"The vice-chairman of regional public administration concerning defense is appointed the chairman of regional public administration from among the military personnel of the military forming formed according to the laws of Ukraine who is sent to regional public administration in the procedure established by the legislation for accomplishment of tasks for the benefit of defense of the state and its safety with leaving on military service, on representation of the Minister of Defence of Ukraine and in coordination with the Cabinet of Ministers of Ukraine.
