1. 3. The state awards of the Kyrgyz Republic award citizens of the Kyrgyz Republic, legal entities and administrative and territorial units of the Kyrgyz Republic, and also the foreign citizens, stateless persons, legal entities of foreign states having merits before the Kyrgyz Republic and the people.
Honorary titles of the Kyrgyz Republic are given to citizens of the Kyrgyz Republic, and also foreign citizens or stateless persons for outstanding contribution to development of the corresponding industry or field of activity of the Kyrgyz Republic.
The state awards of the Kyrgyz Republic are awarded to citizens of the Kyrgyz Republic for outstanding opening and scientific achievements, for deep on content and creative works, distinctive in form.
