1. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the standards of assessment of property obligatory to application by appraisers and the estimative organizations in the Kyrgyz Republic" of October 16, 2025 No. 673 the following changes:

1) in the standard of the basic concepts and valuation principles approved by the above-stated resolution:

- add Item 21 with the paragraph of the following content:

"If assessment is performed for the purposes of alienation to the investor of objects of state-owned property within the investment agreement between the Cabinet of Ministers of the Kyrgyz Republic and the investor signed by direct negotiations, market value is determined taking into account conditions of the investment agreement, including without limitation:

1) structure and in amount of the rights transferred to the investor;

2) availability of certain encumbrances (restrictions) of use of objects;

3) terms and conditions of transition of the property right to objects;

4) obligations of the investor, including the investment, construction and other obligations including connected with need of demolition of objects and releases of their territory;

5) other conditions exerting impact on assessment project cost.";
