Establish and enter collection from foreign airlines, except for the airlines of the Russian Federation which are carrying out regular flights unilaterally to the cities of the Republic of Tajikistan and from the cities of the Republic of Tajikistan compensatory fees in the amount of 10 (ten) US dollars on each arriving and taking-off passenger for benefit of national air carrier.
