The purpose of this Law is regulation of the relations in the field of physical culture and sport.
The legislation on physical culture and sport consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about physical culture and sport then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
anti-doping rules - the World anti-doping code and national anti-doping rules;
physical rehabilitation - recovery (correction and compensation) of the broken or temporarily lost functions of human body, and also capabilities of persons with disability to social and professional activity with use of means and methods of physical culture and sport;
physical culture - the part of culture representing set of the values, regulations and knowledge created and used by society for the purpose of physical and intellectual enhancement of the person, development of its capabilities and physical activity, forming of skills of healthy lifestyle, social adaptation by physical training, physical development and physical training;
physical training - the process directed to education of the personality, development of physical capacities of the person, forming of skills and knowledge in the field of physical culture and sport for the purpose of forming of comprehensively developed and physically healthy person with high culture;
the organizer of sports or sporting event - legal entity or physical person at the initiative of which the sports or sporting event is held and (or) which performs organizational, financial and material security of preparation and holding such action;
sports and improving construction - the construction of the closed or open type intended for holding mass sports actions and sports and improving occupations, meeting the established regulations and the requirements;
sports actions - the actions directed to attraction of the population to occupations by physical culture and forming among the population of healthy lifestyle;
mass sport - the part of sport directed to physical training, improvement, self-improvement and attraction of the population to occupations by physical culture and sport by holding organized and (or) independent occupations, and also mass sports and sporting events;
professional sport - the part of sport connected with the organization and holding sports competitions for participation and preparation for which as the main activities athletes earn reward and (or) the salary;
sport - the activities of people on amateur and (or) professional basis organized by certain rules and consisting in comparison of their physical and mental abilities and also preparation for these activities and the relations arising between people in the course of these activities;
the athlete - the physical person who is systematically engaged in the chosen type (types) of sport, constantly raising sports skill and participating in sporting events;
sports disqualification - discharge of the athlete, trainer, sports judge and other specialists in the field of sport from participation in sports competitions or implementation of professional activity for abuse of regulations of sport or rules (provisions, regulations) of sports competitions or anti-doping rules;
sports construction - the specialized construction of the closed or open type intended for holding sporting events, studies on sports and educational training camps, meeting the established regulations and the requirements;
sports competition - the competition held on the basis of the approved rules for the purpose of determination of the best participant (participants) by the form (types) of sport among athletes or teams;
sporting event - the competition organized on the basis of the approved provisions, based on physical activity and the competition and also the action directed to promotion of healthy lifestyle, demonstration of skill and potential of athletes and attraction of the population to sport;
sport - the type of activity in the field of physical culture and sport differing in peculiar method of preparation for sports competitions, having rules (provision, the regulations) establishing requirements and conditions of holding sports competitions and participation in them;
discipline of sport - the part of sport having distinctive signs and including one or several types of programs of sports competitions;
sports federation (association) - the non-state non-profit organization included in accordance with the established procedure in the Register of sports federations (associations), which determined the main objective development, promoting of one or several sports, the organization and holding sporting events, and also selection and the recommendation of alternate members of sports national teams of the Republic of Uzbekistan;
technical and applied sports - sports in which skills and ability to use the sports equipment, devices or technical means are applied to achievement of sports results by the athlete, in addition to complex of general physical exercises, and to manage them, and also combination of the exercises taken from different types of sport and having applied value. Technical and applied sports are integral part of training of youth for service in Armed Forces of the Republic of Uzbekistan;
military and applied sports - sports which basis is constituted by the special actions (including acceptances) connected with accomplishment by the military personnel and persons passing special service, the service duties;
sports national teams of the Republic of Uzbekistan - the collectives consisting of athletes of different age categories, trainers and other specialists in the field of physical culture and sport for preparation for the international sports competitions and participation in them on behalf of the Republic of Uzbekistan;
amateur sport - the part of sport directed to strengthening of human health by attraction of the population to sport on voluntary basis.
The main directions of state policy in the field of physical culture and sport are:
state support of development of physical culture and sport;
providing right of everyone to free occupation with physical culture and sport;
combination of the public and public administration in the field of physical culture and sport;
establishment of guarantees of the rights of physical persons and legal entities in the field of physical culture and sport;
non-admission of discrimination and violence in the field of physical culture and sport;
development of physical culture and sport, and also broad involvement of the population in maintaining healthy lifestyle;
development of the Olympic and Paralympic Movement, creation of reserve of athletes, and also ensuring participation of athletes in the international competitions;
safety of life and health of persons playing physical culture and sport and also participants and the audience of sports and sporting events;
assistance to development of physical culture and sport among persons with disability, and also the segments of the population needing social protection;
creation of conditions for development and promoting of national sports and national games of Uzbekistan;
providing continuity and succession of development of physical culture and sport;
implementation of international cooperation.
Treat subjects of the sphere of physical culture and sport:
Ministry of Sport of the Republic of Uzbekistan;
National Olympic Committee of Uzbekistan;
National Paralympic committee of Uzbekistan;
sports federations (associations), and also other non-state non-profit organizations in the field of physical culture and sport;
organizations of physical culture and sport;
the organizations developing technical and applied sports;
the educational organizations performing activities in the field of physical culture and sport;
the organizations performing scientific research in the field of physical culture and sport;
the physical persons playing physical culture and sport, athletes, trainers, sports judges, sports agents and other specialists in the field of physical culture and sport and also participants and audience of sports and sporting events;
other physical persons and legal entities according to the legislation.
