The purpose of this Law is regulation of the relations connected with the organization, carrying out, assessment of results and implementation of legal experiment.
The legal experiment can be applied in the field of public administration, in social, economic and other spheres which are not limited to this Law.
Carrying out legal experiment in the cases limiting or canceling the human rights and freedoms affirmed in the Constitution and the laws or otherwise worsening situation of the person is not allowed.
The legislation on legal experiment consists of this Law and other acts of the legislation.
In this Law the following basic concepts are applied:
authorized body - body or the official having the right to adopt the regulatory legal act (except for the ministries, departments and public authorities on the places having powers on adoption of the regulatory legal act);
responsible body - the state body or the organization determined responsible for carrying out legal experiment and assessment of its results;
the experimental precept of law - the precept of law established by the regulatory legal act adopted according to the procedure of legal experiment, directed to regulation of the public relations and which is subject to testing during the certain period of time with restriction on the territory and (or) around persons;
