About the state material reserve

This Federal Law establishes the legal basis of state regulation of the relations in the field of forming of the state material reserve, storage of its material values, servicing of its inventories and release of material values from the state material reserve.
In this Federal Law the following terms and determinations are used:
the state material reserve (further - the state reserve) - special federal (all-Russian) inventory of material values, held for use for the purpose of and procedure which are provided by this Federal Law, and constituting property of treasury of the Russian Federation;
laying of material values in state rezervprinyaty material values for storage in the state reserve;
release of material values from the state reserve - realization (sale), transfer on paid or non-paid basis or in the form of borrowing of material values from the state reserve;
safe custody of material values of the state reserve - providing with responsible keepers of safety of material values of the state reserve, and also razbronirovanny material values of the state reserve before their release from the state reserve;
refreshening of inventories of the state reserve - release of material values from the state reserve in connection with the expiration of fixed term of storage of material values, container, packaging, and also owing to emergence of the circumstances able to entail spoil or quality degradation of stored material values before the expiration of fixed term of their storage, by simultaneous delivery and bookmark to the state reserve of equal amount of similar material values;
