Article 1. Recognize the state debt commodity obligations in the form of bonds of the state target non-interest loans on purchase of goods of national consumption, including cars, target checks for acquisition of cars, purpose-oriented deposits for acquisition of cars as the public internal debt of the Russian Federation.
Article 2. The state debt commodity obligations specified in article 1 of this Federal Law before citizens of the Russian Federation, other persons who concluded the specified obligations in the territory of the Russian Federation their legitimate heirs are subject to execution properly according to regulations of the existing Civil code of the Russian Federation.
According to the state debt commodity obligations specified in article 1 of this Federal Law the three-year term of limitation period which is estimated since August 1, 2009 is established.
Article 3. Determine that repayment of the public internal debt of the Russian Federation according to the state debt commodity obligations specified in article 1 of this Federal Law is made in 2001-2004 according to the State program of repayment in 2001-2004 of the public internal debt of the Russian Federation according to the state debt commodity obligations.
