About modification of some decisions of the President of the Kyrgyz Republic in the field of the public civil service and municipal service

For the purpose of enhancement of mechanisms of passing of the public civil service and municipal service, legal regulation of questions of assignment of class ranks, according to article 71 of the Constitution of the Kyrgyz Republic I decide:

1. Bring in the Presidential decree of the Kyrgyz Republic "About questions of assignment of class ranks by the government civil servant, local government officer and to other persons" of December 30, 2016 No. 308 the following changes:

according to the procedure of assignment, decrease and deprivation of class ranks to persons holding political state positions, special state positions and political municipal positions, approved by the above-named Decree:

- add Item 8 with the paragraph of the following content:

"In case of assignment of the senior class rank by authorized state body for public service and local self-government (further - authorized state body) the appropriate certificate which form and the description affirm the decision of authorized state body is granted.";

- to state the subitem 6 of Item 15 in the following edition:

"6) in local government bodies - on representation of the head of authorized state body.";

- add with Item 27-2 of the following content:

"27-2. The authorized state body issues the order on deprivation of the senior class rank in case:

- introductions in legal force of the court verdict about application of punishment in the form of deprivation of the senior class rank;

- availability of false information in materials for assignment of the senior class rank.

In case of the publication of the order of authorized state body on deprivation of the senior class rank the certificate on assignment of the senior class rank handed to person concerning whom the order is issued is subject to withdrawal.

The withdrawn certificate on assignment of the senior class rank is transferred to archive of authorized state body.".
