Execution of the all-civil passport to the citizen who did not reach 16-year age is made based on the petition of one of the parents or the legal representative, except as specified, provided by part five of this Article. In the petition the information about the citizen who did not reach 16-year age and also about lack of the circumstances limiting the right to departure from the Kyrgyz Republic according to this Law is specified.
The all-civil passport to the child who did not reach 16-year age is drawn up with the following effective periods:
- from the moment of the birth of the child and before achievement of age by it one year - for a period of two years;
- since one year before achievement of 16-year age by it - for a period of five years.
To the citizens of the Kyrgyz Republic who are constantly living in the Kyrgyz Republic, the all-civil passport is issued by authorized state body in the field of registration of the population in the place of the address, and living beyond its limits - diplomatic representations and consular establishments of the Kyrgyz Republic.
Issue of the all-civil passport to the child who did not reach 16-year age by diplomatic representations and consular establishments of the Kyrgyz Republic is performed in the presence of the consent of both parents. In the absence of the petition of one of parents execution of the all-civil passport is made based on the judgment.
