About measures for completion of legalization and regulation of the address of vehicles with foreign registration signs

For the purpose of completion of process of legalization of vehicles with foreign registration signs, settlements of their legal status, provision of additional opportunity for legalization, and also prevention of illegal operation and final permission of the matter, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. To owners (drivers) of the vehicles with foreign registration signs (further - vehicles) which did not undergo the procedure of legalization (including being on specialized parking), till September 1, 2026 to grant the right:

1) to undergo the supplementary (final) procedure of legalization according to the procedure, established by the Cabinet of Ministers of the Kyrgyz Republic;

2) to perform export of vehicles out of limits of the Kyrgyz Republic;

3) to realize vehicles on spare parts;

4) to perform utilization of vehicles according to the procedure, established by the Cabinet of Ministers of the Kyrgyz Republic.

2. Determine that:

1) the procedure of legalization of separate categories of vehicles, extends only to the vehicles imported into the Kyrgyz Republic till December 31, 2024 and which did not undergo state registration;

2) supplementary procedure of legalization has one-time, exclusive and final character and is not subject to prolongation;

3) after term, the stipulated in Item 1 this Decree, legalization of vehicles is not allowed;

4) operation of the vehicles which did not undergo legalization in the territory of the Kyrgyz Republic is forbidden.

3. In case of non-execution by the owner (driver) of requirements of this Decree at the scheduled time vehicles are subject to settlement on specialized parking with the subsequent utilization according to the procedure, established by the Cabinet of Ministers of the Kyrgyz Republic, based on the judgment which took legal effect and according to the legislation of the Kyrgyz Republic.
