About measures for implementation of single public administration and the control system in spheres of safety of food products, phytosanitation and veterinary science

For the purpose of the organization of single public administration in spheres of safety of food products, phytosanitation and veterinary science, implementation of the effective control system behind deliveries of safe food products to the population, forming of the entrepreneurial circle based on responsibility, and also implementations of the advanced international practice to the sphere I decide:

I. Purposes

1. Determine main objectives of this Decree:

(a) the organization of single public administration by elimination and optimization of the functions of the departments responsible for safety of food products duplicating each other;

(b) implementation of the control system behind safety of the food products based on risk analysis, all participants of supply chain of food products on the basis of the principle "from the field to table";

(c) reduction of the existing health regulations, regulations and hygienic standard rates, veterinary, veterinary health regulations, phytosanitary requirements and measures in compliance with standards of the Code Alimentarius, requirements of World Organization for health protection of animal (WOAH), the International convention for quarantine and protection of plants (IPPC);

(d) ensuring widespread introduction of the principles of risk analysis and critical control points (HACCP) in activities of operators of food business and increase in their responsibility by delivery of safe food products to consumers;

(e) creation of system and transparent mechanisms of consultations with private sector in the field of, step-by-step transfer of the state functions in spheres of safety of food products, phytosanitation and veterinary science to private sector on the basis of the international experience;

(g) further development of the international cooperation directed to strengthening of competitiveness and prestige of domestic food products in the international market.
