About additional measures for increase in system effectiveness of komplayens-control in courts

For the purpose of further strengthening of guarantees of judicial protection of the population, implementation of professional system of identification and assessment of corruption risks in courts, and also I decide providing in judicial system of effective and timely implementation of the tasks following from the "state of emergency" declared in 2026 on anti-corruption:

I. Purposes

1. Determine main objectives of this Decree:

(a) early eradication of the factors generating corruption by means of identification and assessment of corruption risks, implementation of modern system of komplayens-control in courts;

(b) the organization of process of employment of workers of the office of courts based on transparent procedures and open tender, ensuring professional growth of workers on the basis of fair and objective assessment of their potential, skills, professional qualities and special merits (meritocracy);

(c) building confidence of the public in judicial system, increase in prestige and authority of court, transformation of judicial authorities into authentic associates of reforms on the way of creation of New Uzbekistan.

II. The prevention of corruption among workers of the office of courts

2. Approve the following offers of the Supreme Court on:

(a) the organizations within the operating managerial established posts of judicial system of the Service of komplayens-control responsible for the prevention of corruption, including identification and regulation of cases of conflict of interest, among workers of the office of courts;

(b) to implementation of special uniform for workers of the office of the courts having the class rank for the purpose of deeper awareness of the professional responsibility by them.

3. Determine that the prevention of corruption in judicial system is performed:

(a) among the judicial case - Judicial inspectorate for ensuring immunity of judges and the prevention of corruption of the Supreme judicial council;
