About additional measures for simplification of phytosanitary procedures and enhancement of processes of export of fruit and vegetable and food products

For the purpose of increase in efficiency of the state services and creation of optimum conditions for subjects of entrepreneurship by enhancement of digitalization and automated control system for risks in the field of quarantine and protection of plants I decide:

I. Purposes

1. Determine the main target indicators:

(a) due to implementation of automated control system for risks on average in year:

(i) reducing number of integrity checkings (identification) quarantine products to 30 percent;

(ii) cost reduction of time for control of imported goods with the average level of phytosanitary risk on average from 3 working days to 1 working day and automatic execution of the act of quarantine goods inspection with low risk level on the basis of risk profiles;

(iii) expense reduction on storage in warehouses of loads of the subjects of entrepreneurship moved for examination to 60 billion sum;

(b) exception of the list of quarantine products of goods under 119 Commodity Nomenclatures of Foreign Economic Activity codes by which revaluation of level of phytosanitary risk is carried out;

(c) eradication of artificial barriers in case of interregional transportation of fruit and vegetable products;

(d) the organization of activities of the public inspector rendering assistance to the inspector on quarantine in accomplishment of some functions on execution of the internal phytosanitary certificate for the purpose of increase in attractiveness of export of fruit and vegetable products, the prevention of collection of products in unripe type and lack of sorting, transition to high-quality packaging and reductions in compliance with safety requirements of food products.
