About introduction of amendments to the Federal law "About the Public Company "Fund of Development of the Territories" and about Modification of Separate Legal Acts of the Russian Federation"

Article 1

Bring in the Federal Law of July 29, 2017 No. 218-FZ "About the public company "Fund of Development of the Territories" and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2017, No. 31, Art. 4767; 2022, No. 1, Art. 5; 2023, No. 1, Art. 16; No. 26, Art. 4675; 2024, No. 1, Art. 8) following changes:

1) in Article 3:

a) in Item 4.1 of part of 1 word "transport and other infrastructures," shall be replaced with words constructions "transport and other infrastructures, construction industry";

b) in part Item 3.1 2 words "transport and other infrastructures, constructions" shall be replaced with words "transport and other infrastructures, construction industry";

c) state part 5.1 in the following edition:

"5.1. To the functions and powers connected with assistance to ensuring sustainable social and economic development, investment attraction in development acting and creation of new productions, to development transport and other infrastructures, to construction industry, and also increase in level and quality of life of citizens, belong:

1) implementation of powers of managing company according to the Federal Law of June 24, 2023 No. 266-FZ "About the free economic zone in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region, Kherson region and in the adjacent territories";

2) provision in lease of the property (the companies, separate objects relating to real estate, other property) located in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region, carried to federal property in case of differentiation of property between the Russian Federation, the specified subjects of the Russian Federation and their municipalities in subsequent the transferred Fonda as property fees of the Russian Federation in property of Fund, alienation of such property including if validity of lease concerning such property which is earlier provided by Fund in lease stopped;

3) provision in lease of property of Fund, except for the property specified in Item 2 of this part, according to the procedure, approved by the supervisory board of Fund if other procedure is not established by the Federal Laws, regulatory legal acts of the Government of the Russian Federation and the fund charter;

4) making of legal and other acts, including transactions, with property of Fund according to the procedure, established by this Federal Law, other Federal Laws, regulatory legal acts of the Government of the Russian Federation and the fund charter if other is not established by Items 2 and 3 of this part;

5) other functions and powers connected with assistance to ensuring sustainable social and economic development, to investment attraction in development acting and creation of new productions, to development transport and other infrastructures, to construction industry, and also increase in level and quality of life of citizens according to this Federal Law, other Federal Laws and regulatory legal acts of the Government of the Russian Federation.";

To add 2) with Chapter 5.1 of the following content:

"Chapter 5.1. Implementation by Fund of activities for alienation of the property belonging to Fund located in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region

Article 13.9. Features of alienation of the property belonging to Fund located in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region
