Article 1

1) in Article 44:

a) the paragraph of the seventh of Item 1.1 after the word "notifies" to add with the word "the subscriber -";

b) in the paragraph the second Item 2 of the word "bonds which is intended" shall be replaced with words "bonds, having the network address and intended";

c) in Item 9 after words of "telephone exchanges" to add with words ", rendering communication services with use of virtual telephone exchanges", shall be replaced with words the words "it is not allowed" "are not allowed";

d) add with Item 10 of the following content:

"10. The subscriber - the physical person to which based on the service provision agreement of mobile radiotelephone communication the subscriber number is allocated has the right to terminate the current agreement about rendering services of mobile radiotelephone communication concerning this subscriber number only after ninety days from the date of allocation to it this subscriber number.";

e) add with Item 11 of the following content:

"11. If the subscriber - physical person to which based on the service provision agreement of mobile radiotelephone communication the subscriber number is allocated sent to the operator of mobile radiotelephone communication the appeal about termination of the current agreement about rendering services of mobile radiotelephone communication concerning this subscriber number before the expiration specified in Item 10 of this Article, the operator of mobile radiotelephone communication after receipt of such address shall suspend without delay rendering services of mobile radiotelephone communication and not levy payment for rendering services of mobile radiotelephone communication concerning this subscriber number.";

2) in Article 44.1-1:

a) state item 4 in the following edition:

"4. The mass challenges performed with violation of requirements of this Federal Law are illegal, except for the mass challenges performed:

1) at the initiative of state bodies and the organizations, local government bodies subordinated to them and the organizations subordinated to them, other bodies and (or) the organizations which list is established by the Government of the Russian Federation;

2) for the purpose of informing the subscriber in cases if the obligation on informing the subscriber is established by the Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, regulations of the Central bank of the Russian Federation;

3) at the initiative of credit institutions for the purpose of informing the subscriber based on the agreement signed by it with credit institution in cases if the right to informing the subscriber is established by the Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, regulations of the Central bank of the Russian Federation, including for the purpose of safety of citizens for prevention of making of transactions without the consent of the client and counteraction to the offenses made with use of information and communication technologies.";

b) add with Item 5 of the following content:

"5. In the case provided by the subitem 2 of item 4 of this Article, the customer of mass challenges shall according to the procedure, established by the Government of the Russian Federation, to notify the subscriber on the bases which were the cause for implementation of mass challenges and provided by the Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, regulations of the Central bank of the Russian Federation, and on the right of the subscriber to report to the telecom operator about discrepancy of the performed mass challenges to the bases on which the subscriber is notified.

In the case provided by the subitem 3 of item 4 of this Article, the customer of mass challenges shall notify the subscriber that mass challenges are performed based on the contract with such subscriber.";

c) add with Item 6 of the following content:

"6. The mass challenges provided by subitems 1 - 3 items 4 of this Article, are performed without collection of payment.";

d) add with Item 7 of the following content:

"7. The federal executive body in the field of communication has the right to establish the extreme amount of payment for implementation of mass challenges for the purpose of informing the subscriber in cases if the right to informing the subscriber is provided by the Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, regulations of the Central bank of the Russian Federation.";

e) add with Item 8 of the following content:

"8. The mass challenges performed for the purpose of informing the subscriber in cases if the right to informing the subscriber is provided by the Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, regulations of the Central bank of the Russian Federation, are performed taking into account provisions of Item 5 of this Article.";

3) in Article 45:

a) the paragraph one of Item 7.1 to state in the following edition:

"7.1. Prohibitions on the conclusion of the service provision agreements of mobile radiotelephone communication, the omission on the user equipment (the terminal equipment) of the telephone challenges initiated from communication network of the foreign telecom operator and accompanied with numbering to the corresponding foreign system and the plan of numbering, one of the following methods have the right to identify physical person:";

b) state Item 7.2 in the following edition:

"7.2. Removal of the prohibitions on the conclusion of service provision agreements of mobile radiotelephone communication, the omission on the user equipment (the terminal equipment) of the telephone challenges initiated from communication network of the foreign telecom operator specified in Item 7.1 of this Article and accompanied with numbering, to the corresponding foreign system and the plan of numbering is possible only in case of the personal appeal to the organization specified in Item 5 of article 2 of the Federal Law of July 27, 2010 to No. 210-FZ "About the organization of provision of the state and municipal services".";

c) add Item 10 with the offer of the following content: "The subscriber - physical person according to the procedure, determined by the Government of the Russian Federation having the right to report to the operator of mobile radiotelephone communication about transfer allocated to such subscriber based on the service provision agreement of mobile radiotelephone communication of subscriber number to the person under the age of of eighteen years specified in this Item, with indication of age of this person.";

d) add with Item 11 of the following content:

"11. Features of rendering communication services with use by operators of mobile radiotelephone communication of information specified in Item 10 of this Article are established by the Government of the Russian Federation.";
