About introduction of amendments to the Law of Ukraine "About scientific and scientific and technical activities" concerning research infrastructure and support of young scientists

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About scientific and scientific and technical activities" (Sheets of the Verkhovna Rada of Ukraine, 2016, No. 3, Art. 25 with the following changes) the following changes:

1. In Article 1:

add with Items 3-1 and 3-2 of the following content:

"3-1) open science - the method of the organization and realization of scientific and scientific and technical activities providing ensuring access to objects of research infrastructure, scientific results, in particular research data, and scientific and technical information (except information carried according to the legislation to information with limited access) with possibility of their reuse, exchange and distribution by means of information and communication technologies for the purpose of acceleration of scientific and technical and social development, deepening of cooperation between scientists and with observance of copyright and related rights;

3-2) open access - the key principle of open science demanding from subjects of scientific and scientific and technical activities of provision with observance of copyright and related rights of free access to objects of research infrastructure, results of scientific research, in particular research data, and other information which is available for them, limiting such access only in the cases determined by the legislation";
