Rules of carrying out by the Federal Treasury of control monitoring and initiation of mutually conciliation procedure

I. General provisions

1. These rules establish procedure and cases of carrying out control monitoring by the Federal Treasury and procedure for initiation of mutually conciliation procedure.

2. Control monitoring is carried out by the Federal Treasury for the purpose of implementation of internal state financial control, determined by paragraph one of Item 1 of Article 265 of the Budget code of the Russian Federation, concerning accomplishment by object of internal state financial control (further - object of control) provisions of legal acts, including requirements and recommendations about their observance, conditions of agreements (agreements), the public (municipal) contracts within the powers determined by Item 1 of Article 269.2 of the Budget code of the Russian Federation (further - subject of control monitoring) during which carrying out by the Federal Treasury makes the motivated opinions which are subject to execution by object of control.

Control monitoring is carried out in cases of initiation of carrying out control monitoring by object of control or the Federal Treasury, including based on the assignment of the President of the Russian Federation, the Government of the Russian Federation given to the Federal Treasury about carrying out control monitoring.
