About enhancement of measures of prevention, early identification and treatment of oncological diseases

For the purpose of enhancement of system of early identification, diagnostics and treatment of oncological diseases on the basis of international standards, improvement of quality and efficiency of the oncological medical services rendered to the population, development of knowledge and skills of specialists of the sphere, and also strengthening of material and technical resources of medical institutions in the republic I decide:
1. Determine main objectives of fight against oncological diseases:
(a) finishing indicator of scope target physical examinations on the oncological diseases which are most often found among the population (cancer of neck of uterus, mammary gland, large intestine, stomach, prostate gland and lungs) at least to 60 percent;
(b) increase in share of detection of the oncological diseases which are most often found among the population on the first or second stages from 30 percent to 40 percent;
(c) decrease in indicator of the revealed oncological diseases which are most often found among the population on the third or fourth stages from 65 percent to 55 percent;
(d) increase in indicators of life expectancy up to 5 years with the oncological diseases which are most often found among the population from 35 percent to at least 45 percent;
(e) reducing indicator of death rate owing to the most often found oncological diseases among each 100 thousand people with case 5,1 to case 3,7;
(g) complete scope of all patients having oncological diseases, diagnostics and treatment with use of modern technologies.
2. Implement in regions step by step since January 1, 2027 on the basis of the National program for the fight against cancer (further - the Program) developed with participation of the World Health Organization and the international experts, action for early identification and prevention among the population of such oncological diseases as cancer of stomach, large intestine (kolorektat), lungs and prostate gland, according to appendix No. 1*.
3. Determine priority tasks of the Program:
(a) increase in awareness of the population on risk factors, primary signs and methods of prevention of oncological diseases;
(b) enhancement of system of prevention, early identification, diagnostics and treatment of oncological diseases of way:
(i) increases in oncological vigilance of health workers of organizations of primary health care, strengthening of their qualification on identification of primary signs of oncological diseases and routing of patients;
(ii) acceptances of clinical benefits according to the international recommendations, implementations of the principle of multidisciplinary collective approach ("Multidisciplinary Tumor Board") in the direction of oncology;
(iii) development and step-by-step implementation of programs of early diagnostics for the oncological diseases which are most often found among the population, and also application of the accelerated diagnostic route ("Rapid Diagnostic Pathway");
(c) improvement of quality of the provided medical care and decrease in cases of death rate for the account:
(i) upgrades of service of radiation therapy, including step-by-step replacement of cobalt devices by modern linear accelerators and expansions of opportunities of high-dose brachytherapy;
(ii) strengthenings of diagnostic infrastructure of the Republican specialized scientific and practical medical center of oncology and radiology (further - the Center) and its regional branches, including upgrade of pathomorphologic laboratories and creation of the interregional centers of molecular and genetic diagnostics;
(iii) implementations of three-group classification system of antineoplastic medicines according to recommendations of the World Health Organization, and also the state guarantee of uninterrupted providing the first group (necessary) medicines;
(iv) preparation, retraining and advanced training of medical personnel in the field of oncology, expansion of simulyatsionny technologies in educational process and enhancement of scientific activities.
4. Determine that within new programs of early detection of the oncological diseases which are most often found among the population:
(a) the international clinical benefits, standard operational procedures, routes of patients and questionnaires take root into practice;
