1. This Federal Law governs the relations in the field of development, implementation and application of big fundamental models of artificial intelligence.
2. The relations in the field of development, implementation and application of big fundamental models of artificial intelligence are regulated by international treaties of the Russian Federation, this Federal Law, other Federal Laws, acts of the President of the Russian Federation, and also regulatory legal acts of the Government of the Russian Federation, federal executive bodies, the state corporations, regulations of the Central bank of the Russian Federation adopted according to them.
3. By the Federal Laws, acts of the President of the Russian Federation features of development, implementation and application of big fundamental models of artificial intelligence for the purposes of defense of the country and safety of the state, implementation of investigation and search operations, protection of public order and property, ensuring public safety and traffic safety, including anti-terrorist security, counteractions of legalization (washing) of income gained in the criminal way, to financing of terrorism, extremist activities and financing of distribution of weapons of mass destruction for the purposes of prevention of emergency situations of natural and technogenic nature, ensuring activities of diplomatic service and consular activities, public administration can be established.
The purposes of this Federal Law are:
1) creation of legal, economic, organizational conditions for development, the accelerated implementation and application of big fundamental models of artificial intelligence in key industries of economy, the social sphere and the sphere of the public and municipal authority in the Russian Federation;
