About introduction of the moratorium on trade fishery in Lakes Issyk Kul and Son-Kul

For the purpose of preserving and increase in fish inventories in fishery reservoirs of the state value, according to article 8 of the Law of the Kyrgyz Republic "About aquaculture, fishery and protection of water biological resources", article 71 of the Constitution of the Kyrgyz Republic I decide:

1. Announce from July 21, 2026 to July 21, 2029 temporary ban (moratorium) on trade production, transportation, realization, storage, acquisition and export of all species of fish living in Lakes Issyk Kul and Son-Kul, except for catch of fish for the purpose of the organization and carrying out:

1) amateur and sports fishery;

2) the approved annual planned works on artificial reproduction of fish inventories;

3) research actions and icthyological monitoring of condition of fish inventories;

4) annual meliorative works on cleaning of weed species of fish.

2. To the Cabinet of Ministers of the Kyrgyz Republic:

1) to take the measures following from this Decree including entering of corresponding changes into the operating regulatory legal acts in the field of aquaculture;

2) it is wide to light the work which is carried out on implementation of this Decree.

3. Declare invalid the Presidential decree of the Kyrgyz Republic "About introduction of the moratorium on trade production of fish on Lakes Issyk Kul and Son-Kul" of July 10, 2023 No. 172.

4. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This Decree is subject to official publication and becomes effective since July 21, 2026.
