This Law governs the relations arising when implementing venture activities in the Kyrgyz Republic and also establishes the basic principles of state policy in the field of venture funding directed to improvement of the investment climate in the Kyrgyz Republic and stimulation of venture investments by means of creation of favorable legal regime and provision of guarantees to investors according to market requirements and the conventional international rules of conducting venture activities.
This Law is aimed at the development and stimulation of venture activities in the Kyrgyz Republic as one of the main sources of financing of innovations and new approaches in business, assistance to emergence and growth of the high-technology and innovative companies, startups, competitive at the global level of products and services, determination of the main tools used by participants of venture activities and forming of the legal base for them, and also creating favorable conditions for activities of business angels and venture investors.
In this Law the following main determinations are applied:
1) venture activities - the activities connected with implementation of venture funding of startups and the innovative companies, including attraction, accumulation and investment of means into projects with the high potential of growth, and also management of such investments and assistance to development of the invested companies;
2) business angel - the physical person performing investment of own means into startups and the innovative companies at early stages of their development and if necessary giving consulting or expert support;
