For the purpose of enhancement of management of oil and gas complex of Turkmenistan, increase in efficiency of conducting exploration works for preparation of industrial inventories of hydrocarbonic and hydromineral raw material, growth in volumes of oil extraction and natural gas, development of the oil and gas-processing industry, and also accomplishment of the tasks set for oil and gas complex of the country the National program "The Strategy of Economic, Political and Cultural Development of Turkmenistan for the Period till 2020" I decide:
1. Assign to the Ministry of the oil and gas industry and mineral resources of Turkmenistan functions on implementation of state policy in the field of oil and gas, development and realization of the main directions of the strategy of development for oil and gas complex, coordination and supervision of activities of state concerns, corporation and companies of oil and gas complex.
2. Approve structure, the staff list and official pay rates of employees of central office of the Ministry of the oil and gas industry and mineral resources of Turkmenistan, and also the list of the organizations which are part of the Ministry (are applied).
Establish the total number of employees of central office of the Ministry of the oil and gas industry and mineral resources of Turkmenistan in number of 50 units (without service personnel).
3. Permit the Minister of the oil and gas industry and mineral resources of Turkmenistan to have four deputy ministers, including two first deputies.
4. To the ministry of the oil and gas industry and mineral resources of Turkmenistan in 2 weeks time to develop and submit for approval in the Cabinet of Ministers of Turkmenistan the project of the Regulations on the Ministry.
5. Include in structure of the Ministry of the oil and gas industry and mineral resources of Turkmenistan Institute of oil and gas of Turkmengaz State concern and Research prospecting institute of the Turkmengeologiya State corporation as legal entities.
