1. Approve the enclosed Rules of application of the automated settlement systems.
2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

Rules of application of the automated settlement systems (daleepravil) N126-Z "About Communication" are developed according to articles 41 of the Federal Law of July 7, 2003 (The Russian Federation Code, 2003, N 28, Art. 2895; N52 (part I), Art. 5038; 2004, N 35, Art. 3607; N 45, of Art. 4377; 2005, N 19, Art. 1752; 2006, N 6, Art. 636; N 10, of Art. 1069; N31 (part I), Art. 3431, Art. 3452; 2007, N 1, Art. 8; Art. N 7, 835) for the purpose of ensuring integrity, stability of functioning and safety of single communication network of the Russian Federation.
2. The automated settlement systems represent the hardware and software intended:
1) for ensuring automation of settlings with subscribers and (or) users with communication services for any kinds of the communication services rendered to them or ordered by them in any combination except for the communication services rendered with use of payphones, services of cable communication and services of mail service;
2) information support of carrying out settlement between telecom operators;
3) preliminary processing of initial information on the rendered communication services.
3. The automated settlement system according to Item 21 of the List of means of communication, the subject obligatory certification, N896 approved by the order of the Government of the Russian Federation of December 31, 2004 (The Russian Federation Code, 2005, N 2, the Art. 155), shall undergo the procedure of obligatory certification according to the procedure, established by the Rules of the organization and work on obligatory confirmation of conformity of means of communication approved by the order of the Government of the Russian Federation of April 13, 2005 N214 (Russian Federation Codes, 2005, N 16, the Art. 1463).
4. The automated settlement system provides automation of calculations for one or several types of service of communication which nomenclature is determined in the List of names of the communication services brought in the license, and lists of the licensed conditions approved by the order of the Government of the Russian Federation of February 18, 2005 N87 (The Russian Federation Code, 2005, N 9, by Art. 719; 2006, N 2, Art. 202). The list of types of service of communication, calculations for which are realized in the automated settlement system, is provided in the certificate of conformity on the automated settlement system.
5. The automated settlement system provides the set performance and preserving quantitative qualitative indexes according to these rules in case of processing of the declared amount of information and (or) the declared intensity of flow of events which are expressed to one or set of sizes and are provided in the certificate of conformity on the automated settlement system, from the following list:
Limiting 1) number reservoir of communication network for which the automated settlement system is capable to process all information on the communication services rendered to subscribers;
Limiting 2) the number of subscribers for which the automated settlement system is capable to process all information on the communication services rendered to subscribers;
Limiting 3) amount of initial information on the rendered communication services which the automated settlement system is capable to process for unit of time;
Limiting 4) amount of traffic which the automated settlement system is capable to process for unit of time;
Limiting 5) quantity of points of access on Item of collective use (Item of collective access, the public telephone booth);
Limiting 6) the number of the users communication services ordering and (or) consuming at the same time in real time communication services.
6. Means of setup of the sequence of accomplishment of transactions of engineering procedures of data processing, and also means of check of correctness of their accomplishment implying registration are provided in the automated settlement system:
1) sequences of execution of transactions of engineering procedures of data processing;
2) sufficiency and correctness of the processed data;
3) status of completion of each transaction of data processing.
7. In the automated settlement system documentation of the created information is provided.
8. Information created by the automated settlement system is not contradictory.
9. Forming by the automated settlement system of statistical and analytical documents does not lead to deterioration in temporary parameters of the functions of the automated settlement system connected with information support of management of access to communication network and (or) communication services.
10. Implementation of directory servicing of subscribers and (or) users communication services does not lead to deterioration in temporary parameters of the functions of the automated settlement system connected with information support of management of access to communication network and (or) communication services.
11. The automated settlement system provides information necessary for its operation, in Russian.
