I. Purposes

1. Determine main objectives of enhancement of rendering payment to the population of services by installments:

(a) consumer protection of services of payment by installments;

(b) non-admission of excessive and hidden growth of level of debt load of the population;

(c) implementation of wide use of financial technologies when rendering services of payment by installments.

II. Measures of regulation of services of payment by installments

Agree with the offer of the Central bank, National agency of perspective projects (further - the Agency), and also Committee on development of the competition and consumer protection (further - Committee on the competition) about the organization since January 1, 2027 of activities of operators of services of payment by installments.

3. Determine that:

(a) the payment to the seller of cost of goods (works, services) by the legal entity instead of physical person (consumer) providing the subsequent repayment by the consumer of paid amount together with the added commission (allowance) on the terms of payment by installments is payment service by installments (except as specified direct implementation by the seller to the consumer);

(b) the legal entities performing activities for rendering services of payment by installments are recognized operators of services of payment by installments (except for banks and the microfinancial organizations);

(c) the right of the legal entity to implementation of activities for rendering services of payment by installments arises after its inclusion in the Register of the organizations performing activities of the operator of services of payment by installments (further - the Register), created by the Central bank;
