About measures for further acceleration of reforms in the field of urbanization and housing construction

For the purpose of implementation of preparation of the modern personnel having theoretical and practical skills in the field of urbanization, further enhancement of town-planning development planning and building of the territories of settlements I decide:

I. Purposes

1. Determine main objectives of this resolution:

(a) implementation of the mechanism of stable financing for development of the master plan, projects of the architectural and planning organization and general schemes, and also drafts of the detailed layout of the territories;

(b) implementation of the mechanism of accomplishment of master plans of settlements;

(c) creation of system of preparation of modern personnel for spheres of urbanization, the inventory and geodesy;

(d) consolidation on single platform of subjects in spheres of urbanistics (geourbanistics), architecture and designing on the basis of creative approach.

II. Enhancement of procedure for development of town-planning documentation

2. Establish procedure according to which:

(a) since November 1, 2026 the National committee on sustainable development of urbanization and the housing market (further - National committee) keeps the unified electronic register of master plans and storage of their digital copies is performed in National committee. At the same time accomplishment of the unregistered master plans, maintaining on their basis of town-planning, construction, investing and other activities is not allowed;

(b) in three-months time from the date of approval of the master plan of the settlement it is developed and in accordance with the established procedure the comprehensive program on accomplishment of the master plan affirms (further - the Comprehensive program). At the same time:

(i) The comprehensive program is developed for a period of three years up to five years;

(ii) in the Comprehensive program sources and terms of financing of certain actions are specifically specified;
