About sources of financing of public authorities

Article 1. Subject of regulation of this Law

Subject of regulation of this Law is financial provision of activities of system of executive bodies (The Cabinet of Ministers of Ukraine, the ministries, committees, the agencies, services, administrations, departments, the commissions, managements, chambers, funds, inspections, bureau and other central executive bodies and local public administrations), the Verkhovna Rada of Ukraine and its device, Audit Chamber, the President of Ukraine, its administration and other consultative and advisory bodies of the President of Ukraine, courts of Ukraine, bodies of prosecutor's office of Ukraine, and also other public authorities (further - public authorities).

Article 2. Budget providing public authorities

Public authorities perform the activities only due to budget financing (except the cases determined by this Law) in the limits provided by the Law of Ukraine on the Government budget of Ukraine for the corresponding year. Financing of education, reorganization and abolition of public authorities is performed within the means provided on content of public authorities by the Law of Ukraine on the Government budget of Ukraine for the corresponding year or (in case of insufficiency of such financing) after entering of corresponding changes into such Law.

Funds for financing of public authority are provided in the Government budget of Ukraine separately.

Public authorities can receive additional resources from local budgets for implementation of the powers of local government bodies delegated by the laws of Ukraine.

Article 3. Restriction of financing of public authorities

Public authorities are forbidden to create off-budget funds, to have off-budget special accounts and to use the means received for implementation of functions of the state which provide issue of permissions (licenses), certificates, certificates, carrying out registration and other actions on paid basis (except the services in protection provided on a contract basis), any other method, except transfer of such means in the Government budget of Ukraine.
