For the purpose of providing financial support to domestic export producers, creation of conditions for growth in volumes of export of domestic production, according to Articles 13, the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic":

1. Approve the "Mechanism of Crediting of Export Contracts" project (further - the Project) according to appendix.

2. To the Ministry of Finance of the Kyrgyz Republic in accordance with the established procedure:

1) during 2027 to find and allocate to "National Bank of Development of the Kyrgyz Republic" open joint stock company (further - JSC GBR) 1000000000 (one billion) som for increase in the authorized capital within project implementation;

2) when forming the draft of the republican budget to provide financing of the Project:

- for 2028 - in the amount of 2000000000 (two billion) som;

- for 2029 - in the amount of 2000000000 (two billion) som taking into account results of project implementation and need of domestic export producers for financial support;

3) in case of project development of the laws of the Kyrgyz Republic on the republican budget for the next years to provide the budgetary funds necessary for providing revolving funding mechanism for export contracts.

3. Recommend JSC GBR:

1) to perform selection of the partner banks participating in project implementations, and interaction with them according to internal regulating documents;

2) to provide loan granting to domestic export producers in accordance with the terms of the Project and internal regulating documents of JSC GBR;

3) annually till April 1 of the year following reporting to provide to the Ministry of Economy and Trade of the Kyrgyz Republic and the Ministry of Finance of the Kyrgyz Republic information on amounts of the issued credits.

4. Recommend to State Insurance Company open joint stock company (further - JSC GSO):

1) to provide insurance of financial (credit) risks on the loans granted within the Project;
