About measures of transformation of system of preparation of professional personnel for law-enforcement bodies

For the purpose of complete transformation of education system by implementation of target educational mechanisms on preparation, retraining and advanced training of professional personnel for law-enforcement bodies (further - training) using modern technologies of training and digital decisions on the basis of the best national and foreign practices I decide:

I. Main objectives

1. Determine main objectives of the educational cluster implemented in the field of on the basis of the "school-lyceum-technical school-higher education institution-industry-advanced training" system till 2030:

(a) creation of complete and continuous system of training for law-enforcement bodies, enhancement of procedure for acceptance of candidates for the sphere and improvement of quality of personnel training;

(b) forming in the course of formation of such practical competences, as implementation of address measures of law and order, legal proceedings, adoption of the proper decision in unusual situations, combat training, psychological stability, culture of communication and management of divisions;

(c) the organization of processes of education and management on the basis of artificial intelligence and digital technologies, cooperation increase with the advanced foreign states in the field of training, and also broad involvement of leading experts of the foreign states to training processes and scientific research;

(d) increase in the educational organizations of number of educational and scientific laboratories for 20 percent, scientific and practical projects - by 5 times;

(e) reduction of educational programs of the educational organizations in compliance to international standards, and also increase in learning efficiency to digital technologies and foreign languages.

II. Development of system of professional education and basic training

2. Reorganize the professional educational organizations which list is given in appendix No. 1 *, as departmental technical schools of the Ministry of Internal Affairs with preserving the status of the legal entity, and also from 2027/2028 academic years to implement procedure according to which:

(a) process of target training in technical schools is performed as follows according to appendix No. 2*:

(i) according to the two-year educational program ("11+2") - personnel for officers on the basis of the state grant (for the second and subsequent professional education - on paid and contractual basis);

(ii) according to the six-months program of special basic training - personnel for ordinary structure (without the higher education) in training centers of technical schools;

(iii) candidates are accepted for study according to the two-year educational program and the program of special basic training on competitive basis in accordance with the established procedure;

(b) annual general quota of acceptance to 600 people for study and the cost of the paid contract are determined by the two-year educational program by the Minister of Internal Affairs;

(c) with the citizens accepted for study according to the two-year educational program (except for arrived for study on the basis of the paid contract), the agreement on passing of obligatory continuous service in the specialty in law-enforcement bodies within three calendar years after the end of study is in accordance with the established procedure signed;

(d) educational process will be organized in the form of dual education on the basis of credit and modular system and educational programs are integrated with educational programs of bachelor degree of Academy of the Ministry of Internal Affairs;

(e) the position of the director of technical school is equated to position of the chief of Institute of advanced training of the Ministry of Internal Affairs, and other positions - to the corresponding positions of this institute.

3. Reorganize the Fergana, Jizzakh, Tashkent and Surkhandarya regional training centers of the Ministry of Internal Affairs into the Fergana, Jizzakh, Tashkent and Surkhandarya branches (further - branches) Institute of advanced training of the Ministry of Internal Affairs (further - Institute) with preserving the status of the legal entity. (a) since January 1, 2027 for chiefs, workers and teachers of the created branches the procedure and the amount of cash cover established respectively for positions of the deputy chief, workers and teachers of Institute are applied;

(b) the faculty of professional training of the Nukus branch of Institute will be reorganized as the Center of training of sergeants of the Nukus branch of Institute of advanced training;

(c) training of specialists of the militarized and security sentry divisions of the ministries and departments is performed at Institute and its branches on paid and contractual basis (on one listener in the amount of 12 percent of basic settlement size for one class period). 4. At the same time:

(a) classes are given by skilled professors-teachers of Academy of the Ministry of Internal Affairs (further - Academy), Institute and University of public safety with involvement of experts workers and use of modern pedagogical and information technologies;

(b) heads of educational institutions are personally responsible for the high-quality organization of studies, heads of territorial subdivisions of the Ministry of Internal Affairs and National guard - for full participation of workers.

III. Transformation of system of the higher education

5. Determine that since 2026/2027 academic years educational process of Academy is cardinally enhanced on the basis of experience of the universities of the world entering rating top - 1000, and New Uzbekistan University step by step in the following procedure:

(a) into Academies for the purpose of ensuring integration "education - research - practice" and the organizations of system of training on the basis of the advanced international academic models takes root "system of schools (school)" according to appendices No. No. 4 and 5 *;

(b) based on optimized faculties and departments of Academy schools and sectors are created. At the same time:

(i) schools are the academic structure providing integration of training on specialties, carrying out scientific research and law-enforcement practice management of them heads of the department (services) of the Ministry of Internal Affairs as the responsible director perform, the organization and control of daily teaching and educational process are performed by the chief executive;
