About introduction of amendments to some laws of Ukraine concerning financing of receipt of the higher education and provision of the state target support to job seekers of the higher education

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. The paragraph one of part three of article 22 of the Law of Ukraine "About bases of social security of persons with disability in Ukraine" (Sheets of the Supreme Council of USSR, 1991, No. 21, of Art. 252 with the following changes) to state in the following edition:

"Special conditions for receipt of the higher education on places of the state order, the state (regional) budget places at the expense of means of the government or local budget, and also in the form of complete or partial payment of training at the expense of state grants, soft long-term loans for education are provided:".

2. In the Law of Ukraine "About the status and social protection of the citizens who were injured owing to the Chernobyl catastrophic crash" (Sheets of the Verkhovna Rada of Ukraine, 1992, No. 13, Art. 178 with the following changes):

Item 26 parts one of Article 20 to state 1) in the following edition:

"26) the right to the state target support for receipt of professional, professional prehigher and higher education according to the procedure and the size, determined by the Cabinet of Ministers of Ukraine;";

Item 6 parts one of Article 22 to state 2) in the following edition:

"6) the right to the state target support for receipt of professional, professional prehigher and higher education according to the procedure and the size, determined by the Cabinet of Ministers of Ukraine.";

Item 4 of part three of Article 30 to state 3) in the following edition:

"4) the right to the state target support for receipt of professional, professional prehigher and higher education according to the procedure and the size, determined by the Cabinet of Ministers of Ukraine;".

3. In the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" (Sheets of the Verkhovna Rada of Ukraine, 1993, No. 45, Art. 425 with the following changes):

Parts the seventh and eighth Article 12 to replace 1) with four new parts of the following content:

"The state provides to combatants, their children and persons from among their children the state target support for receipt of professional, professional prehigher and higher education in day or dual form of education - before the end of training in certain extent of education by such children and persons from their number, but no more than before achievement of 23 years by them.

Combatants, their children and persons from among their children have the right to first-priority transfer for education in the public and utility institutions of professional prehigher education on competitive basis and the privilege to transfer for vocational training or professional qualification at the expense of means of the government or local budget.

The state target support for receipt of professional, professional prehigher and higher education is provided in type:

non-paid training at places of the state order, the state (regional) budget places at the expense of means of the government or local budget;

soft long-term loan for education, the voucher;

social grant;

free providing with educational literature, in particular access to electronic educational editions;

free Internet access, systems of databases in the public and utility institutions of education and scientific institutions;

full or partial relief from payment for accommodation in the hostel according to the legislation;

other actions approved by the Cabinet of Ministers of Ukraine.

The state target support for receipt of the higher education is also provided in the form of complete or partial payment of training at the expense of the state grant.".

With respect thereto the ninth and tenth to consider parts respectively parts eleven and the twelfth;

Item 28 parts one of Article 13 to state 2) in the following edition:

"28) the right to the state target support for obtaining by them and their children of professional, professional prehigher and higher education which is determined by article 12 of this Law for combatants and their children.";

Item 23 parts one of Article 15 to state 3) in the following edition:

"23) the right to the state target support for receipt of professional, professional prehigher and higher education which is determined by article 12 of this Law for combatants and their children.".

4. The fourteenth or sixteenth article 19 of the Law of Ukraine "About child care" (Sheets of the Verkhovna Rada of Ukraine, 2001, No. 30, of Art. 142 with the following changes) to replace parts with six new parts of the following content:

"The state provides to persons studying in day or dual form of education in organizations of professional, professional prehigher or higher education, the state target support for education.

The state target support for receipt of professional, professional prehigher or higher education is provided:

to children of persons who according to the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" are recognized as injured participants of Revolution of Advantage, combatants, persons with disability owing to war, persons having special merits before the Homeland;

to children of persons, concerning which established fact of deprivation of personal liberty owing to the armed aggression against Ukraine according to the Law of Ukraine "About social and legal protection of persons, concerning which established fact of deprivation of personal liberty owing to the armed aggression against Ukraine, and members of their families" (after release of such persons);

to children of the died (died) persons, concerning which established fact of deprivation of personal liberty owing to the armed aggression against Ukraine according to the Law of Ukraine "About social and legal protection of persons, concerning which established fact of deprivation of personal liberty owing to the armed aggression against Ukraine, and members of their families";

to children of the died (died) persons determined by part one of article 10-1 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection";

to children, one of parents of which died during the mass actions of civil protest or died as a result of wound, contusions or mutilations received during the mass actions of civil protest;

to children who are internally displaced persons according to the Law of Ukraine "About providing the rights and freedoms of internally displaced persons";

to the children living in settlements on the line of contact;
