Some questions of preparation of projects of public and private partnership and enhancement of process of management of public investments

According to articles 10 and 11 of the Law of Ukraine "About public and private partnership" the Cabinet of Ministers of Ukraine decides:
1. Approve enclosed:
Procedure for carrying out the analysis of conceptual note on implementation of public and private partnership;
Procedure for carrying out efficiency analysis of implementation of public and private partnership.
2. Determine that for public investment projects concerning which industry (sectoral) assessment of the preliminary investment feasibility statement on the project before entry into force of this resolution was carried out identification of sales opportunity of the project on the terms of public and private partnership (concession) at stage of carrying out expert evaluation of the project or at stage of industry (sectoral) assessment of the investment feasibility statement on the project is in addition carried out.
3. Bring in the resolution of the Cabinet of Ministers of Ukraine of February 28, 2025 No. 527 "Some questions of management of public investments" (The Official Bulletin of Ukraine, 2025, No. 45, the Art. 3053, No. 76, Art. 5219; 2026, No. 19, the Art. 1340) changes which are applied.
4. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.
5. And the environment and to the Ministry of recovery, infrastructure and transport to provide to the Ministry of Economics development and deployment based on the software of the Digital integrated information and analytical system of preparation and monitoring of public investment projects and programs of public investments (DREAM) of the technical solutions necessary for implementation of this resolution:
