About temporary legal regulation of procedure for carrying out and accounting of transactions with the government treasury bonds for financing of construction objects, capital repairs and reconstruction out of the Single treasurer account

For the purpose of approbation of the isolated procedure for carrying out and accounting of transactions with the government treasury bonds for financing of construction objects, capital repairs and reconstruction, according to articles 66, of 71 Constitution of the Kyrgyz Republic, article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic" I decide:

1. Enter from February 1, 2026 to December 31, 2026 temporary legal regulation of procedure for carrying out and accounting of transactions with the government treasury bonds for financing of construction objects, capital repairs and reconstruction.

2. Determine that during action of temporary legal regulation:

1) the means arriving from placement of the government treasury bonds for financing of construction objects, capital repairs and reconstruction are not considered as a part of resources of the republican budget;

2) financing of construction objects, capital repairs and reconstruction by release of the government treasury bonds is performed out of the Single treasurer account and not considered as a part of expenses of the republican budget;

3) accounting according to the government treasury bonds for financing of construction objects, capital repairs and reconstruction is performed according to the budget legislation of the Kyrgyz Republic and is reflected in structure of the public internal debt of the Kyrgyz Republic;

4) repayment and servicing of undertaken obligations according to the placed government treasury bonds for financing of construction objects, capital repairs and reconstruction is performed from the republican budget according to the budget legislation of the Kyrgyz Republic.
