4) uslugopoluchatel – physical persons and legal entities, branches and representations of legal entities having the right and (or) intention to submit the application for receipt of the state service either receiving the state service or received result of rendering the state service for realization of the rights, freedoms and legitimate interests with provision of the corresponding material or non-material benefits by it;
